Any chance for waking up (wake on lan) a brand new mac mini using an iPod touch and wifi.

If your WiFi base station (access point) is an Apple Airport Express or Airport Extreme or a Time Capsule, yes. Some other wireless routers may also support wake via WiFi, but I'm not certain. For more information, see:

I was talking about starting a mac when is powered off, but in any way thanks for your response.

you can only "wake on lan" a sleeping Mac !
Sorry, but with the exception of the Intel-based Xserve, it is not possible to power up any current Mac, or any built in the last several years, remotely from a complete shutoff, not even via Ethernet. Some people have done a "workaround" with a remotely-controlled power strip, setting the "restart after power failure" option in Mac OS X, but that's by no means reliable.
