Tool to convert SVG to PDF, vector not pixel?

I am looking for a tool to convert pure vector SVG images into pure vector PDF images.

Safari can read SVG and display my test file fine. Printing however requires scaling the image down (as it otherwise ends up in multiple pages) and as a result of that scaling, text disappears from many objects.

I found InkScape, but the PDF it produces is no good. For one, it seems to create pixel based output.

I almost cannot believe it, but it seems that until today there is no decent tool to convert SVG into PDF without having vectors turned into pixels. But maybe I have missed something?

Intaglio seems to be able to do it. It's expensive, though. USD89 is a bit much for me just to be able to convert SVG to PDF, especially since it is a workaround for my day job (which isn't going to pay for this) and not for me personally.

InkScape can create vector-based output, but it switches to pixel when shadow effects and transition effects are in the SVG. I can turn those off in my SVG (they become a bit bland) and I can then create a vector PDF with InkScape.
