How do we stop carrier reverting to automatic after manual selection?

One of our VPs over from the USA has an iPhone 4 which normally uses AT&T in the US. In the UK, while carrier is set to Automatic, it selects '3UK' and is unable to make or receive calls. The 'fix' is to manually select 'vodafoneUK', but overnight the iPhone has reverted the carrier to Automatic and selected '3UK' again - and hence stopped being able to make or receive calls. How do we lock the carrier to 'vodafoneUK' while the iPhone is in this country?
