Do a search in the App store and there are apps for Silverlight available. I only looked at one and it costs $7.99. It doesn't look like it was optimized for iPad, but that usually means not for the screen. In theory, it should work fine on your iPad, it just might not fill the full screen.

I installed Google Chrome on my iPad air and it works fine on Silverlight websites.
