Mac OS X emulator for Windows Platform

I am a hardcore Mac User that has forever turned my back on the PC 😉

However I know somebody who is interested in finding a way to install or have an emulator of Mac OS X for their Windows PC. I have heard that none exist and that it is illegal to do it. Are their any legal emulators or virtual machines that can run Mac OS X on Windows?
