itunes not recognizing ipad

When plugging my new iPad into the USB port of my computer, iTunes never recognizes it as a device that is "plugged in". Therefore I can't sync it to my iTunes stuff. I have an iPhone 4 and and iPod Touch both of which are working perfectly. I also get the message near the battery icon when I plug my iPad into the USB hub that says "not charging". I have the most updated version of iTunes, I have restarted my computer, I have restarted my iPad, I have checked the connection, used different cords, etc. and still nothing. HELP!!

The 'not charging' is to be expected. A lot of computers, especially older ones, do not provide enough power to their USB posrts in order to charge the iPad - it may still be charging, just very slowly (it might be a bit quicker if the iPad's screen is off).
