When I plug in my photo card reader on my IPad I get a message displayed saying not enough power? Has never happened before? I have my iPad fully charged?

some update lowered the current the ipad is able to feed over the adaptor
only way is to put a powered usb hub between your ipad and the reader
What card reader ? The apple SD reader in the camera connection kit should work, but trying to use other card readers generally doesn't - the amount of power supplied to the CCK was reduced in iOS 4, resulting in most card readers not then working. If you have a powered card reader then you have a better chance of it working.
Many of us use card readers with a powered USB hub and the camera connection kit. The powered hub is the key. I have one (no brand visible) about the size of a business card and I use it with IOGear's (also tiny) 12 in 1 card reader for a portable solution for reading Sony memory cards.
