Wi-Fi access is universal. Accessing a free or paid wi-fi network is the same in every country.
If you want internet access via a carrier's cellular network while there, you need to get a micro-SIM card from a carrier that offers a pre-paid data only plan for the iPad and for similar type devices.

I bought a tmn sim card for about 15 Euros at an FNAC department store. I used that when I wasn't near a Wi-Fi spot and it worked very well. It included 2 GB of data. I never reached that limit during about 12 days of use, though I didn't do much web surfing. Recharging it would have cost about 10 Euros.
