With Safari open, click on View in the Menu & then Show Toolbar. With Safari for 10.4; probably the same with Safari for 10.5)

Quit Safari.

Open a Finder window. Select your Home Folder in the Sidebar on the left. It has a small house icon. Then open the Library folder then the Preferences folder.

Move the com.apple.Safari.plist file from the Preferences folder to the Desktop. Launch Safari. If the address bar and Google search field is available, move the .plist file to the Trash. If not, move it back to the Preferences folder.

Check Safari / Preferences then select the Extensions tab. If you have any installed, turn that off. Click View / Customize Toolbar. See if you can drag the default bar up.

If you don't have any Extensions installed, could be a Safari third party add on interferring.

Safari: Unsupported third-party add-ons may cause Safari to unexpectedly quit or have performance issues
