Double press the home button to pull up the recents list. Swipe the list to the right. On the left you will see a clockwise circular arrow arrow icon. If this icon has a lock symbol in the middle, the orientation is locked. Tap the icon to unlock.
My circular arrow icon is unlocked, however my screen will not rotate either, both in Safari and iPhoto.
Try resetting your iPhone by pressing and holding both the Sleep and Home buttons until the Apple symbol appears (ignore the turn off slider).
where is the Sleep button on the iPhone? I didn't know it had one.
The Sleep button AKA Power button is located on the top of the iPhone.
I did as you suggested, but the screen will still not rotate.

I got my iphone 4S 2 weeks ago and just realized it shoudl be rotating. I've been so captivated by everything elst that it does I guess I didn't need it before now. Today I need it and it is not working. I've gone through the other posts that are similar to this one and all they recomend is to hit home buton twice then swipeing back on app bar until Screen rotations setting; then verify it is not locked. Mine is not locked and the home screen simply will not rotate. As for the post that recomends turning the power off and then back on does not change anything for me and neither did the combo of holding down power and home until apple came up. Is their a solution somewhere on this issue or is a fix needed from Apple?
The home screen doesn't rotate along with a lot other screens. To see if the screen rotation is working, start a YouTube video and see if it rotates.

Are you sure you have an iPhone... iPhones do not have iPhoto.
I found out one must tilt the iPhone at an angle for it to rotate. If you keep it parallel to the ground then it will not rotate.

I'm sure this will work, unless you have an iPhone under 4. Go to settings, find Accessibility, find AssistiveTouch, then switch to ON, or | . Then open a Landscape supported application, click the little circle, click Device, Rotate Screen, then choose one. If it works, you got it.
In iOS 7, I tried this to get the phone to rotate to upside down. That's the only position which doesn't work! The upside down option is there but it does nothing!! What's up!
1. Close all open apps.
2. Place finger or thumb at the bottom of the screen -- on the task bar that displays the permanent icons.
3. Slide your finger or thumb up until a grey screen slides up. The screen will have two sliders. At the top will be 5 icons. The icon on the right is for screen rotation lock. Check this out.
Note: you might have to try step 3 several times before the grey screen comes up. I am never successful on the first (or 2nd or 3rd) try.
