Why can't I open .zip files?

It seems any time I attempt to download .zip or .dmg files the Archive Utility agent is unable to properly decompress said files. Once the download is complete and I attempt to open the .zip file, an error message pops up: "Error 01: Operation Not Permitted". I've tried resetting Safari/emptying the cache and made sure I was allowed to read and write files, but I still receive the same error message. I've had my Macbook Pro for about three months now, am unsure what to do next.

MacBook Pro, Mac OS X (10.6.7)

I attempted to download StuffIt; it downloaded just fine, but upon opening it there was an error message saying "image data corrupted." In the console, I typed in "archive" and it gave me this: "ditto: Cyberduck.app/Contents/Resources/sv.lproj/Preferences.nib: No such file or directory"; another message said "couldn't read pkzip signature."

Why can't I open .zip files?
