to treat water damage, turn off your iphone as soon as possible to avoid damage, drying it with warm heat may avoid problems, but it's not guaranteed to fix it

i say give drying a go, if it doesn't work take it in for repair

You might get an improvement if you put it in a bag of rice for about 7 - 14 days, do not charge, do not turn it on but expect it to be dead, if it dries out and is still working you got lucky, if you have charged/turned it on you have already done more damage.

The whole phone will need to be replaced unless you are extremely lucky. Take it to Apple, no-one else knows the answer.
