You are not being asked for "payment." Obtaining "free" apps from the App Store requires an active iTunes Store account, which in turn requires a means of payment (i.e. credit card) on file. Read the iTunes Terms of Use you agreed to.

Here in the UK (not sure how it works elsewhere) but you need to sign up to an iTunes store account. Once you've done that you can download things. If you do not have a debit or credit card then no problem as you are not required to put one on file. If you wanted to purchase apps that are not free then you can buy an iTunes gift card and load it onto your account for payment.

No need to post the same message twice to different people - everyone can read the post.

If you haven't changed anything in your account accessing it online or elsewhere, it could be for a variety of reasons. If there were payment problems such as a credit card denial, or the card expired, you have to re-enter the info. Sometimes the data gets corrupted in the phone and doesn't transmit correctly, even though it appears OK when viewed.

your account has been accessed from a new computer or device, and you must verify payment info before you can make purchases.

If thats the case then it usually just asks for the security no. from the back of the card again (at least it does in the UK).

I recently got an iPhone 4 and the exact same thing happened to me, so i signed-in, and verified my details. Its just a security measure to stop other people from using your account.

It seems to me that you are not following the entire process through, otherwise you would be able to download apps. All you need to do is put in the information it is asking for, and everything should be fine.

Need to be aware that every time you go thru the verification process your credit card gets charged One US Dollar. So, if you are a macbook pro, iPad and iPhone user like myself, you will be charged a lot of dollars each time you use App Store.

Paying money for verifications while you are the same user, even for free application, in my opinion is away unjustly squeezing your dollars LEGALLY.

Absolutely untrue. The $1 test charge NEVER POSTS TO YOUR ACCOUNT. It appears as a preliminary charge for a couple of days, then disappears. This is a commonplace procedure to test the validity of the card BEFORE any actual charges.
