Every once in a while I'm reading a news site using Safari, and I will inadvertently click on something
that takes me to a video, which I did not want to watch, 'cause I am on 3G. And then my
limited data plan is hit for a large amount.
Is there a way for me to prevent videos from playing unless it's over WiFi?

No.
It's a bit of a kludge but you could go into Settings>General>Restrictions and turn on the restrictions for YouTube when you're on 3G. You could then go and turn off the restrictions when you're back in a WiFi area. However, there's no way to automate this that I know of.
Meg thanks. I will run with your suggestion for awhile. Generally I do not care to watch videos on my phone.

If data use is the concern, you could disable 3G in settings. You still would have reasonable browsing speed for most sites, but not take a big hit before you get to close YouTube.
