At this time there isn't a way. It will open to the last page loaded, or blank if the app was closed.
I don't know of anyway to do it on Safari,but an application called "A Perfect Browser HD" for the iPad allows you to set homepages.Most people that know they're iOS Devices use other browsers other than Safari.
A workaround: open Safari to your desired page, click on the button on the top that looks like an arrow popping out of a rectangle, and select "Add to Home Screen". This will create a shortcut to the webpage ... And from then on, you can click on this shortcut rather than open Safari itself.

I recently created a shortcut and for some reason it is showing the navigation of the the bookmarks, address bar, etc. but none of the other icons are showing this stuff, how do I get rid of these items. I tried removing the shortcut but it keeps coming back, I guess it might have something to do with the fact that I get this link be mailing it to myself and then clicking on the link but now even if I type it in it all this other stuff returns.
No, but use a bookmarks bar.
Set it up by: Settings > Safari > Change Always Show Bookmarks Bar to ON.
Go to your website you want to be your homepage. Click the arrow. Add Bookmark. Now...Select Bookmarks Bar. The name of the website will be shown; and click it to go to directly to the website
