My iPod Touch is not charging even while being plugged in. I tried rebooting it and it's not working still

My iPod Touch is not charging while being plugged in the computer or the wall! It shows that it is plugged in and it goes back and forth from the Apple screen to it being plugged in, but it's been hours and it's not charging at all. This is my first time dealing with this. Has this happened to anyone?
