Bluetooth not pairing?

So I purchased an Apple Wireless Keyboard and a bluetooth adapter to use with my PC. This is an actual PC, not Bootcamp. (Windows 7 64 bit) http://www.rocketfishproducts.com/products/computers/RF-MRBTAD.html is the adapter I purchased.

Well, it took me a few hours the first day to get it working. I finally got the computer to find the keyboard. I shut down my computer, booted it up the next day, and it didn't work. I have gone through probably 5 sets of drivers trying to get it to work. The computer can not pick up the keyboard.

What can I do to get the keyboard to work? I don't want to have wasted all that money.

EDIT: I tried pairing my phone with my computer, my phone can see the bluetooth from my PC but my PC won't show the phone in devices menu.
