When I plug it into the USB Port, I can hear the sound of it acknowledging the insertion but it will not register as a new device. Nothing shows up on the task bar in ITunes or My Computer.

Hi, I have the same problem when I got my first iTouch. It seem like the only way to fix this is you either run iTunes in safe mode (the whole computer in safe mode) or you have to reinstall the whole computer. iTunes somehow doesn't work.
