As with the iPhone, the iPad 3G includes a dedicated GPS receiver. And as with the iPhone, the iPad 3G uses A-GPS or assisted GPS which speeds up the initial GPS acquisition only. A dedicated GPS receiver doesn't require or have internet access via wi-fi or a cellular network which doesn't prevent GPS reception with a dedicated GPS receiver. As with a dedicated GPS receiver, without maps data it is worthless. A GPS navigation app that includes maps data with the app can be used with an iPad 3G.

I can turn cellular data and wi-fi off with my iPhone and remove the SIM card which won't prevent me from using the Magellan app that I have.
