I would like to partition a 2 TB Time Capsule into two partitions utilizing one for workstation's backups and the other partition as network sharepoints to be accessed by multiple workstations. Is this possible? If so, what issues may I run into in the initial setup? Can I restrict access to multiple sharepoints by individual user? Thanks in advance.

no.
you can not partition the internal disk of the TC (short of removing it which voids your warranty, putting it in an external enclosure, and connecting that to your computer).
