Q: Network error message won't go away

I"m having some connection problems.  Opening System Preferences and going to Network, an error message says "Your network settings have been changed by another application."   I have no idea what that means - there are no other applications. 

 

I click "OK" and the message is in a continuous loop, i.e., it keeps popping up (or down, actually).  I have to click "OK" and quickly click the close button to get out or force-quit System Preferences. 

 

How can I chase this down?   What application might have changed these settings?  How can I diagnose this to then diagnose the original connection problem?
