How to fix error 1631 on iphone 3Gs ?

Connect cable to iTune and have error 1631? " iTunes can not get an update to the setting for your operator iphone. An unknown error ocurred ( 1631)? Anyone known what problem is? tks

That one can occur if you haven't inserted your SIM card yet.
