It should look like this. Do you even have a passcode set for your device? If so, disable the passcode lock and see what happens.

I do not use the passcode so I'm not sure what the settings should look like if you use a passcode.

Spaces in the list indicate spaces in between the settings.

Try a hard reset by pressing and holding down on the sleep button while holding down on the home button at the same time for about 10 seconds, until the Apple logo appears - ignore the red slider - and let go of the buttons.

You could also try this - go to Settings>General>Reset>Reset All Settings. Reset should be the very last item in the list of the General Settings.

I just thought of this ... is your iPad jailbroken?

I have EXACTLY the same problem. I had an iPad mark 1. Just taken a brand new iPad 2 out of the box, and restored it from the last backup of the old one. I cannot delete or move Apps on the iPad 2 itself. They simply do not jiggle when I hold the icon. The iPad 2 asked if I wanted to give myself a passcode, and I have. In Settings/General, I do NOT have "Restrictions" or "Passcode Lock" - my index is exactly as hghaleb describes it. No, this is not a business iPad which has had a profile added, and no it's not jailbroken. Software version is 4.3.3 (8J2). What's going on?

paulcb, yes I had the same idea as you. I restored the new iPad again, but this time instead of restoring from yesterday's iPad 1 backup I restored as a new iPad. The errors went away (missing Restrictions and Password Lock options in Settings, and the icons jiggle when held now). Problem is lots of work to do now putting everything back. I'll work that out today. Thanks. Looks like a bug to me.

Final word from me on this error. I restored my iPad 2 as a "New iPad" in iTunes. Then ignored the request to enter a passcode. Checked it and everything worked as expected (jiggling apps, all General Settings present and correct). Then I restored again, this time from the last backup taken from my old iPad 1. Apart from having to re-enter my passwords everywhere (which I expected anyway) everything is working fine again and the original errors have not reappeared. Sorted!

Having the same problem. My Ipad2 had 'Demo' sticker on it and Italian language default (I'm in Denmark), but Rob's trick only worked half way. Restore to factory setting also restored restrictions but we applying my Ipad 1 settings the restriction tab disappeared and I could not delete nor move apps. Weird must be a bug of some kind. Trying yet another dobule restore now.

i can't find restrictions in the settings! HELP!
