Not sure what phone you have, or exactly what you mean. If you have the iPhone 4 and want to put it in silence mode toggle the switch above the volume buttons on the right side of the phone.
Maybe VoiceOver is activated:
Go to Settings > General > Accessibility > “VoiceOver”
the post above me is a good way, but you can also do it in itunes.
when your device is plugged in, and itunes (the program) is open.
if you click on your device on the left column of itunes under the Devices heading. you'll see in the middle of itunes the Summery tab.
scroll down and you will see some options.
open itunes when this device is connected
manually mange music and videos..
etc etc.
underneath you can turn off accessibility by selecting the Configure Universal Access button
in the pop up window select neither from the options (voice over, zoom, neither)

It hasnt worked for me. Its talking to me and voiceover is turned off. When i turn it on, itslike there are 2 systems talking to me.
Settings>General>Accessibility>Speech. Turn off anything that's on.
