How to fix error code -43

This is a warning messege box came up in the Finder window, it happened when I tried to open a newly saved file.

The application can't be found.

The operation can't be completed.

An unexpected error occurred (error code -43).

How can I fix it error? I read from apple support and it mentioned something about "Try trashing the XTND translator list in the Preferences folder in the System Folder"... I really have no idea how to do that.

Can anyone help me out with a simpler solution?

could you tell us what kind of file are you trying to open and the app and where did it come from originally (windows file, mac file, etc)

I think I just fixed it by myself... simply use disk utility then run repair disk permissions. Problem solved.

Thanks to sonicray for the promptly repsond. Actually the problem was the Finder didn't refresh automatically right after I saved an edited photo in Preview and then closed it. I tried to re-open that photo then error code -43 messege shown up.

IN El Capitan verify permissions and repair permissions are gone !, so what to do then ?
