I gave my ext.HD to someone so that they would download files. They formatted it in windows and they
put a read-only lock on the volume. So, here's my question. Obviously, I need to reformat it to OS/journaled.
But, I am confused about the read-only thing. Where and how does that setting come up? I've never run into
this issue before.

It was setup for their Windows account not give your access to the data, you could try running disk utility and checking the drive and repair permissions that may help.

As far as I know, if your external drive is NTFS-formatted, drive is read-only.
You can reformat it with Disk Utility and use it as "normal" Mac OSX drive, though.
