newspapers

Once I've downloaded my daily edition of the newspaper, do I need to be in a wifi area to read it or is it stored on my ipad and accessible wherever?

Whether you have to payor not isn't the issue - it depends on the design of the app itself, so you'll have to check it out. I know that both the New York Times and Washington Post allow you to view offline, although you do have to download the content first. I'm sure more and more apps are doing this as well. The Post initially did not, but after several months offline reading was added.
