Just like any other web-site that you are going to access, you have to be able to be in a wifi zone.

Thanks for your response. Is that the case for newspapers that have their own app and subscription fee like the New York Times. Their website says you can read it on and off line.
Some newspapers that charge a fee store webpages on your iPad and can be read offline -- for example, Financial Times, http://apps.ft.com/ftwebapp/
Whether you have to payor not isn't the issue - it depends on the design of the app itself, so you'll have to check it out. I know that both the New York Times and Washington Post allow you to view offline, although you do have to download the content first. I'm sure more and more apps are doing this as well. The Post initially did not, but after several months offline reading was added.
