how do you turn off dictation on the macbook

How do you turn off dictation on the macbook? Every button I push or move the mouse over is being dictated?

MacBook, Mac OS X (10.5.8)

If you mean Voice Over, goto System Preferences > Universal Access > Seeing and turn off Voice Over.

To prevent this being accidentally activated in the future go to System Preferences>Keyboard>Keyboard Shortcuts>Universal Access and uncheck all the boxes.
