Will OS X Lion be compatible with iLife '09 ? Or Should I update for iLife '11 ?

But bear in mind that iLife '11 was released quite a few months ago... and if you are going to be running the latest OS X it is probably prudent to be running the Latest ilife...

If you only want single apps of iLife '11 and iWork '09 you can get them from the App Store. iPhoto, iMovie and Garage Band for $15 each and Pages, Keynote and Numbers for $20 each.

I still like iMovie HD and use it with Snow Leopard. WIll it run on LION?

Unfortunately no one here either knows the answer or is unable to answer it because s/he is bound by an NDA (Non Disclosure Agreement). So, we will all have to wait until Apple releases more details.

Ahem... Lion has NOT been released and no one here knows wether it will be compatible or not so don't be telling people that unless you're Steve Jobs.

iMovie HD version 6 is an intel program so it will run under Lion. The only ones that won't run are the Power PC programs that need Rosetta to run. Lion will not have Rosetta.

To see whether a program is Intel or Power PC when the program is open launch Activity Monitor. It will say in the right hand column whether it's Intel or Power PC.

You can also check by using Get Info on an application icon. At the bottom it will say Intel, Universal, or Power PC.

Until the OS is released, absolutely anything and everything - including the article you linked to - is speculation unless it has been made public by Apple. I have not seen an official announcement by Apple re. Rosetta. If you have a link to an official Apple announcement or statement, please post it.
