Only the cell carriers in SA - Mobily, STC and Zain - are authorized to sell the iPhone in the KSA. Again, you have almost certainly purchased an iPhone that was brought in from another country.

In that case FaceTime will be missing from that iPad.

Again, it is because your iPhone was purchased from an unauthorized reseller who brought in the iPhone from another country where Facetime has not been banned, whereas you purchased your iPad from an authorized dealer in SA and so has Facetime blocked by SA law. You will not be able to get Facetime activated on your iPad.
There is nothing more anyone can say on the matter.
