how do I get the normal context menu that one would get by clicking on the right button of a mouse specifically I need the "download linked file" command.

There is no "normal context menu" on the iPad. Perhaps if you were a bit more specific about what app you're using and what you're trying to do, it would help. You can't download most file types using Safari on the iPad, for what it's worth.
Touch and hold on the link. This brings out a contextual menu, but it's not the same as a computer's.
As Meg stated, Safari does not have that function for the most part. There are other browsers that offer more features than Safari does. Atomic, Mercury, iCab - they offer some functionality for downloading files.
Despite occasional flakiness, iCab has become my favorite browser. It allows you to download, bookmark to Pinboard, clip pages to Evernote. Well worth the small cost.
In Safari if you hold your finger on a link you will be given a choice of options for what to do with that link. However, in Safari only images can be downloaded (to the Saved Photos in the Photos App).
Other iPad browsers like iCab will allow downloading files to their file space with the same hold link mechanism. These can be opened in iCab (if it is a file that iCab can handle) or can be transferred to another App like Goodreader.
