Try troubleshooting the Safari .plist file.
Quit Safari. Open a Finder window. Select your Home Folder in the Sidebar on the left. It has a small house icon. Then open the Library folder then the Preferences folder.
Move the com.apple.Safari.plist file from the Preferences folder to the Desktop. Relaunch Safari.
Try the MSN site. If it loads correctly, move the .plist file to the Trash. If not, move the .plist file back to the Preferences folder.
If you are running v10.4.11 as your profile suggests, it can't be an Extensions issue as Safari Extensions aren't supported in Tiger.
Your ISP may be re directing your browser. Use Open DNS to avoid that.
Open System Preferences / Preferences then select the Network tab. Click the Advanced tab then click the DNS tab.
Enter these numbers exactly as you see them here.
Click +
208.67.222.222
Click +
208.67.220.220
Then click OK.
