Recently one of my apps (Ultimate Guitar Tabs) has a red circle with the number 3 in it. It is the same thing as when there is a listing of how many updates are available. There are no updates for this app, so I am wondering what it means.

Restart your iPad. Press and hold the sleep/wake button until you see the red slider then swipe to power off. Then press and hold the sleep / wake button until you see the Apple logo.
It could be just a bug in the app. You could check the developer site for support.
Check your Notification Settings in the Settings menu. Often, certain apps can be set with notification Badges (e.g., the little red circle) when a new post is made, new content is available, etc.
