Make sure that in Mail > Preferences > Viewing you have checked "Display remote images in HTML messages."
My preferences are as you said, but that does not solve the problem. This has happened several times in the past 2 weeks and it like I need to download something that will allow me to read those files.
What do the attached files look like in the emails? What kind of files are they. Do they show up as attachments that won't open? A little more info please.
There is a large box which has a question mark in the middle of it. I have tried clicking on it but nothing happens. This is not an attachment since nothing appears to save it.

I doubt this is a problem with Mac Mail but you might try another email client like Thunderbird. Also does you email service have a web site for viewing mail? If it does, is the problem there also?
I use Firefox to direct e-mail to MacMail. I found a setting in there that I changed (similar to the one above):
