Go to Settings>Safari>Search Engine ... tap the arrow to move to the next window where you can change the search engine.

The top search engines are allowed to access an API that will prompt the user to change search engines.

Yahoo, Bing and Google have this capability. If you OK the pop-up, the search engine will change. If you're on Bing, just go to Yahoo or Google and do a search. They'lll prompt you to switch. This is controlled by the search engine, some will prompt at a higher rate than others.
