Could you post your diagnostics for us please?

In iTunes, go "Help > Run Diagnostics". Uncheck the boxes other than DVD/CD tests, as per the following screenshot:

... and click "Next".

When you get through to the final screen:

... click the "Copy to Clipboard" button and paste the diagnostics into a reply here.

Here are the diagnostics for my internal drive which continues to fail burns (error 4251). Although there was an audio CD in it when testing, and it shows in iTunes - the DIagnostic said it failed - Audio CD not inserted.

I'd be happy if I could get the internal working correctly and could return the external. Here are the internal diagnostics:

Just better doublecheck something.

The manual for your HP DVD-ROM doesn't say anything about it being a burner:

Wow - you might be right. Was told it was a burner at Best Buy...

It says ROM in the description, and am not even given the "recording" options in properties in WIndow 7. So I need a "Writer," right?

Yeah, afraid so. Take the DVD-ROM back to Best Buy. They should swap it out for you for a credit towards a model that writes to CDs (especially given that they told you it could burn CDs). Check the box for the different model for some mention of "Write speeds" to confirm that the new one is a burner.

Should do ... it seemed to be seeing the HP drive okay. (In the past I've added an external burner to an XP system where the internal drive had died, and had no problems with iTunes seeing the new one.)

If there's any hassles, pop back here and post a fresh set of diagnostics for us, and we'll see if there's anything amiss that we can determine from that.
