not receiving emails while abroad

I have an mobile me account and have my iphone 4 set up to receive me.com and a hotmail emails. While I am in my own country every thing is working fine however when I travel abroad I am un able to send or receive any email. I get two different messages depending on if I am trying to send or receive. 1, pop3.live.com is not responding and the second message is mail.me.com is not responding.
