To answer your question, no.

However, very few of the apps in the "Recents Drawer" are actually running in the background. If you've been experiencing slow operation, you might wish to investigate other causes.

You can test my opinion by manually "X-ing" out each app in the "Recents Drawer" and then opening only one app that displays the slowness that you're investigating.

I don't fully understand what the System Reset does but I've found that it cures many ills. It's easy, quick and harmless:

Hold down the on/off switch and the Home button simultaneously until you see the Apple logo. Ignore the "Slide to power off" text if it appears.

A System Reset does not remove any apps, music, movies, etc. nor does it cause any settings to revert back to default. It will, however, shut down any apps that are operating.

Also, you might wish to download the iPad-2 User Guide. Pay special attention to page 162. Note that this Guide also applies to the iPad-1 with IOS 4.3 except for those functions that are not supported by the hardware.

Finally, the User Guide can be downloaded at no charge via iBooks and a less comprehensive version of the Guide is included as a Safari bookmark.

You can close apps by double-clicking the home button to bring up the taskbar, then press and hold any of the apps on the taskbar for a couple of seconds or so until they start shaking, then press the '-' in the top left of any that you want to close, and touch any part of the screen above the taskbar so as to stop the shaking and close the taskbar. No third-party app will be able to do it.

Most of the apps that appear on the taskbar won't be active though, they will just be 'recently used'. Apps have to be coded to make use of multi-tasking, so at the moment it's generally only the Apple apps that do - though the number of third-party apps that do is increasing.

The occasional reset might also help : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.

Safari can possibly be speeded up by clearing it's cache : Settings > Safari > Clear Cache (and Clear History)

To close apps - double tap the home button to bring up the recent apps/multitasking bar. Hold down on one of the icons until they all wiggle, Tap the minus sign on the icon to close that app.

It can also help to restart your iPad once in awhile. Hold down on the sleep button until the red slider appears and slide to shut down. hold the sleep button until the apple logo appears to restart.

A reset can help as well - hold down on the sleep and home buttons at the same time for about 10 seconds until the Apple logo appears - ignore the red slider - let go of the buttons. Let the iPad restart.

I know of no "app killing" app.
