What? Who is your carrier and where are you? If you're on AT&T, it should just work.

Well there's your problem right there.
You can't use a cellular data network without paying for the cellular data service. You have to contact AT&T and let them know you have an iPhone. Your line is not provisioned properly. AT&T REQUIRES a cellular data service for use with iPhones. I don't believe you can use a pre-paid SIM with an iPhone on AT&T for Data.
You need to sign up for a data plan with AT&T. Contact them.
