Are you saying that your old iCloud ID is signed onto iCloud on your device, and you want to delete it?
If so, then I need to know if the new iCloud ID that you want to sign on is:
1. A totally new Apple ID OR
2. The same Apple ID that you edited to change it
The approach to resolving the issue will be different based on your answer.

You cannot change your iCloud email. You can only change the email on your Apple ID. Are you describing the issue where your iCloud account cannot be deleted because it has a different ID than your current Apple ID? If so, see my earlier post with the steps to resolve this issue.
If it is a previous owner's iCloud account, then the only way to get the account deleted so you can sign on with your Apple/iCloud ID, is to contact the previous owner and have them turn off Find My iPhone or wipe the device from their iCloud account.

Jan 22, 2014 10:46 PM in response to Highlordkramby Fastesthurdler,I have been able the change my apple ID and password. However, I cannot change my icloud ID to match. When I attemp Matts solution I am unable to delete the account because I am unable to turn off the find my iphone/ipad feature. It is prompting me to put in my icloud password and that I cannot remember or reset because that email address no longer exists. Is there any way around or to correct this?

To contact iCloud Support: if you currently happen to have AppleCare, either because you recently bought Apple hardware or have paid to extend the inititial period, you can contact them here:
http://www.apple.com/support/icloud/contact/
You will need the serial number of the covered hardware.
If you are not covered by AppleCare, then - in common with other free email services - there is no free support and you may be asked to pay a fee.
