Make sure Address Book has at least one unique entry, then on the Info pane in iTunes, with your phone connected, select sync contacts with Address Book. Hit the apply/sync button. you'll get a popup regarding your contacts asking to merge or replace, select merge.

I created a contact in my address book. Then I went to itunes. Went to "Info" then checked "Sync Address Book Contacts" selected "All Contacts" then I hit the sync button. Nothing happened though.
You looked in Address Book and there are no contacts, other than the one you created, correct?

Close iTunes, launch iSync from your applications folder, reset sync history, when finished, re-boot your computer, open iTunes, connect your phone, hit the sync button(make sure sync contacts is still selected), what happens?
The contacts that I added to my address book manually were added to my phone, but none of the contacts from my phone were put into address book.
That was "deeper" lol. Still no progress though. It's really weird because I know the contacts are on the computer somewhere because I recently restored my phone and the backup was able to put the contacts back on the device.
Every time that I've synced I haven't gotten the message that asks me if I want to merge. just a fyi
Mmmm...you've reset sync history, followed all of the steps in that support article...correct? Contacts are still not syncing. I'm starting to suspect a permissions problem here. Go to your applications folder, right-click the Address Book app, select "Get Info", at the bottom, under permissions, what does it say regarding your account?
You were able to restore your contacts from backup because contacts are included in the iPhone backup.
Yea did the reset sync... and I took the instructions from the support article down to the end. I stopped after I put the computer in safe mode, restarted and tried to sync again.
The permissions read like this:

Name Privilege
System Read & Write
Wheel Read Only
Everyone Read Only
Well, your permissions are correct. Sorry, but I'm out of ideas here. Perhaps a trip to the Apple store is in order...take computer & phone.

Go to your iPhone "Settings -> iCloud", then turn contacts OFF, close the settings, plug your iphone, sync your contacts, Et Voilà!
