repair error 1603 ipod touch

My daughter's ipod touch was frozen and I did the restore option by pressing the home key & the on/off button for 10 seconds...when itunes tried to restore the ipod it kept popping up error messages...the latest one is error 1603...I have restarted my pc, and changed the port that my cord is plugged into...What do I need to do now? The screen has the apple symble and a line under it kind of like a bar that may indicate charging or something, but nothing is filling in the line...HELP!!!
