You get games (and any other apps/programs that you want to use on the iPad) from the iTunes App Store on your computer, or the App Store app on your iPad. 'Normal' pc or Mac software cannot be used

As KP said, you can only get apps for your iPad through the iTunes Store, so obviously you will have to acquire the apps while you have access to an Internet connection. You'll have to consult the app documentation or ask the developer if any given app requires a network connection; most do not but some may.

Yes, you get those sorts of games in the App Store. The App Store is the only place you can get games for an (unjailbroken) iPad. If you read the description of the game, it will tell you if it requires network access or not.
