I bought an iPad to my mom. Created an yahoo account to her and with that account created an Apple ID.
After that I tried to install iBook, a free app. I received the information "This Apple ID has not yet been used in iTunes Store. Tap Review to sign in".
In the review page, in payment method show only Visa, Mastercad and Amex.There is no "none" option.

I think you did not noticed that I wrote that “there is no ‘none’ option.
I provided the link so that you could review the process and make sure that you were doing it the way Apple has said to do it. I have tested the process in a number of different Stores for various countries and it has worked every time.
That document says:
“Tap Create New Account.”
I had already created an account before.
... than says:
"Select None as your payment option.”
the problem is that there is no “none” option.
Create a new account following the steps outlined by Apple. Abandon the old account.
Does not make any sense. But, that is it. It works. I wonder how many useless accounts there are.

When someone is trying to set up an account with an already established Apple ID, instead of following the steps in the link in my comment above to create a new account with a new Apple ID, the None option does not always appear.

I really can't believe this! This is a completely unacceptable. The only reason I have this thing is because I have to have it for work. I don't want 2 accounts just to work around your shady business practices! Fix it! Add the "None" button for existing accounts!

This is perfectly odd.
Here you aren't speaking to Apple representative but to end users like you.
If you want to pass a message to Apple, use the dedicated channel.
Go to the iTunes menu and trigger the menu item "Send Feedback about iTunes …"
