Hold down your on/off and home buttons at the same time until you see the Apple logo.
"I've tried troubleshooting" - doesn't tell us much. Did you reset? (Press both home and sleep/wake buttons until the Apple logo appears.)
Ive tried to reset as well, when it comes back up its still on the frozen screen. The screen has the itunes logo with a USB cord pointing towards the itunes logo. My phone has not done this until i tried syncing with itunes.

Is your phone jailbroken?
Try recovery mode:
1. Start iTunes.
2. Connect phone to a USB port on the computer, not an external hub
3. Press both home and sleep/wake buttons until the Apple logo appears, then continue pressing the home buttons alone until iTunes detects the phone in Recovery Mode.
4. Follow the prompts to Restore.
It keeps saying itunes has deteced your phone is in recovery mode. you must restore your iphone first. Everytime i try to restore it an error comes up and it says its error number 6 and that is suppose to be something with forewalls but they are all tunred off.
Error 6 may involve other things in Windows security. See this:
"Error 6: All of the steps in this article apply to this issue. Following Troubleshooting security softwarefrequently resolves this error. There may be third-party software installed that modifies your default packet size in Windows by inserting a TcpWindowSize entry into your Registry. Your default packet size being set incorrectly can cause this error. Contact the manufacturer of the software that installed the packet size modification for assistance."
ive tried troubleshooting security software and its still frozen, im going to try and let the battery run dead and see if anything happens that way. Thanks for all your help.
You're welcome. Good luck!
I've been having the same exact problem for 3 days now. I've tried everything as well and it will not sync or reset, even if I let the battery die it still comes up to the same USB logo pointing to iTunes logo when plugged in. I hope someone here can help before I end up with an expensive paper weight.
still comes up to the same USB logo pointing to iTunes logo when plugged in.
What happens when you connect to iTunes and try to restore? Do you get an error message?
will not sync or reset
Do you understand the difference between "reset" and "restore"? A Reset does not involve connecting the phone to iTunes.
This whole thing started when I woke up one morning to see what time it was and the iTunes/USB logo was there. It was not on a charger or plugged into the computer and not wirelessly synced in any way to any other device.
Nothing happens when I try to connect iTunes to restore it the same iTunes/USB logo doesn't go away and the computer just tries to sync with no success and no errors just an infinite loop for hours.
I have tried on a Mac and a PC with several different cables and have the same results.
I tried to hold the power and home buttons in to shut it down and reset it but It will not respond.
I have also let it completely die, and when I plug it into the wall charger the iTunes/USB logo comes up instead of the apple logo.
My next step is to see how far I can throw it.
I have found out from several of my co-workers that all 6 of them had the same problem and they received refurbished iphone 4's from Apple some of them had Verizon and some AT&T so it's not a carrier thing.

How about reading the rest of the thread you just posted in. A solution was already presented.
