Simplified Chinese keyboard is broken?

When my girlfriend enters Simplified Chinese text in an email it looks okay, but when she sends it (through gmail) it comes out all messed up at the other end. The characters all look chinese but they don't make sense and are not what she wrote.

The same goes for a search box on taobao, when she enters the text it ooks okay, but after searching the query is not what she typed.

Like this she can't communicate written with people in China. What's wrong with the Simplified chinese keyboard? How can this be fixed?
