when i try to logon my apple id on appstore on mac it says:"Your device or computer could not be verified. Contact support for assistance." but it dosenot say anything on my iPad?

I have a MacBook Pro OS X El Capitan and since yesterday I can't download any apps from the App Store because of the verification problem... I have deleted the file NetworkInterfaces.plist as asked but I don't know how to restart my computer. And what does this action consist of ? (Does it delete everything on my Mac, so I have to save everything before ?)
