Your phone is normal. You inadvertantly enabled an Accessibility feature called "Voice Over" in your iPhones settings, or some mischievous person was having some fun with you and turned it on.
The feature can be found here: Settings ==> General ==> Accessibility ==> VoiceOver
This feature is to assist the visually impaired. It does the following:
VoiceOver speaks items on the screen. To select an item, touch it. To activate the selected item, Double-tap. To scroll, flick three fingers.
Since VoiceOver is active, you will need to do these actions to navigate to the setting so you can turn it off.
I am sure this was maddening while it enabled, especially when you didn't know what the heck was going on.

I'm having the same problem, because I am unable to scroll I cannot disable the VoiceOver. Also, my tap selection is acting funny. You have to double tap to select anything.
As noted in my earlier post, to scroll, flick three fingers (all fingers on the screen at the same time).

Thank you! Thank you!! Thank you!!! Not only did you provide a solution but your directions were clear. I am not sure how it was activated - although I am sure one of my 2 yr olds had a role in it. I'm just so glad it is no longer talking. I can't imagine why anyone would activate it.

I had the same problem and it was driving me nuts. Was wondering how it got activated myself and then realized that there is a "Triple click Home" option at the end of the Accessibility screen that toggles this "feature". You may want to change it to Off / Ask.

Your guidance is not working on my phone. When I go to Settings==General, the screen is locked and I cannot scroll down to get to Accessibility. Not three fingers flicking, not 3 fingers slowly dragging, nothing. I really think there is something wrong with my phone because even while I am not touching it, it talks. It even talks while I'm on the pone.
Any help is GREATLY appreciated.

try reseting your phone hold power and home buttons till
the silver apple shows up, then follow Jhopk4 advice.
Tried that. No luck.
I'm sure there is something wrong because I cannot scroll between screens to see my other apps either.
I am also in need of serious help, I tried all of the above and could not get the 3 finger flick to work, I tapped the screan and it went black, it is still talking to me but black screan. This phone is brand new about a week old, what the heck.
found an easier fix, triple click the home button quickly and it should automatically turn this off. Then go to settings, accessabitlity triple touch and turn off so that a triple click of the home button won't do this again as this is what must have happened when my 4 1/2 yr old was playing Angry Birds.
