Does Facetime need phone service?

Does the iPhone 4 have to be currently activated with Verizon or AT&T and receiving cell phone service in order to access Facetime, or is a wireless connection all that is necessary? I want to take my phone overseas, but will be cancelling the service, and I'd like to use Facetime to keep in touch with my family. Will this even be possible?

Check http://www.apple.com/iphone/features/facetime.html and your iPhone Users Guide.

Facetime only works on the iPhone with wi-fi.

"You can make a video call to someone with a device that supports FaceTime. No setup is needed, but you must have a Wi-Fi connection to the Internet."

I have the same question as tgabs.

My parents live a few states away and are not the best when it comes to technology. They have a webcam but sometimes they ask questions about things that the webcam can not see. Is it possible to buy them a used iphone 4, not sign up for cell service, and just use their wifi in order to Facetime with me? In other words, can the iphone 4 be used as a mobile webcam without cell service?

In theory it should work since they would be calling my Facetime email account, not my iphone number. I turned on airplane mode and turned on wifi and I was successfully able to Facetime my wife's Macbook...
