Is there any way you can delete purchase history, I now find the app store app lists everything you have ever purchased, this must be new to 4.3 as ive never noticed it before.

This is the icloud and no you cannot delete anything from it as it is a history of everything you have purchased.
Is there a known reason why we cannot completely delete the downloaded history?

It's the same reason you cannot delete World War 1. That is how history works.
You are talking about two completely different things.Technology data has been deleted in the past, it's disappointing you can't in this case.
